Rule 3745-266-600 | Purpose and applicability - ignitable spent refrigerants recycled for reuse.

 

(A) The purpose of rules 3745-266-600 to 3745-266-602 of the Administrative Code is to reduce emissions of ignitable spent refrigerants to the lowest achievable level by maximizing the recovery and safe recycling for reuse of such refrigerants during the service, repair, and disposal of appliances.

(B) The requirements of rules 3745-266-600 to 3745-266-602 of the Administrative Code operate in lieu of Chapters 3745-50, 3745-51, 3745-52, 3745-53, 3745-54 to 3745-57 and 3745-205, 3745-65 to 3745-69 and 3745-256, 3745-266, 3745-267, and 3745-270 of the Administrative Code and apply to "lower flammability spent refrigerants," as defined in rule 3745-266-601 of the Administrative Code, where the refrigerant exhibits the hazardous waste characteristic of ignitability in accordance with rule 3745-51-21 of the Administrative Code and is being recycled for reuse in the United States.

(C) The provisions in this rule do not apply to other ignitable spent refrigerants. Ignitable spent refrigerants not subject to rules 3745-266-600 to 3745-266-602 of the Administrative Code are subject to all applicable requirements of Chapters 3745-50, 3745-51, 3745-52, 3745-53, 3745-54 to 3745-57 and 3745-205, 3745-65 to 3745-69 and 3745-256, 3745-266, 3745-267, and 3745-270 of the Administrative Code when recovered (i.e., removed from an appliance and stored in an external container) or disposed of.
