Rule 4901:1-44-04 | Aggregation of PIPP plus customers and auction for CRES.
(A) The procurement of generation supply to serve the aggregated PIPP plus program load in an electric distribution utility's service territory is to be done through the competitive request for proposal (RFP) auction process implemented by the electric distribution utility. The first phase of the competitive RFP auction process will consist of an initial RFP auction during which CRES providers submit bids to serve the PIPP plus program load for less than the standard service offer (SSO). If no CRES provider submits a bid to serve the PIPP plus program load for less than the SSO, then a supplemental RFP auction will be conducted in which CRES providers may submit bids to serve the PIPP plus program load at any price. If no CRES provider participates in either RFP auction, the electric distribution utility may implement contingency measures to procure supply for the PIPP plus program load.
(B) The RFP auctions should procure supply for PIPP plus program load for a period of twelve months.
(C) Only bidders certified under section 4928.08 of the Revised Code may participate in the auction.
(D) All RFP auction results and winning bids are subject to commission approval and will meet the following requirements:
(1) Be designed to provide reliable CRES to PIPP plus program customers.
(2) Reduce the cost of the PIPP plus program relative to the SSO.
(3) Result in the best value for persons paying the PIPP rider.
