Rule 4901:1-44-03 | Allocation; Application and modification of rider.
(A) The commission will periodically allocate to each electric distribution utility a share of the funding for low-income customer assistance programs administered by the director of the department of job and family services according to each electric distribution utility's annual distribution service revenues. Each electric distribution utility's allocation will include a separately designated allocation equal to the electric distribution utility's share of an amount not to exceed fifteen million dollars annually for funding the consumer education program administered by the department of job and family services under section 4928.56 of the Revised Code.
(B) On the thirtieth day of June of each year, each electric distribution utility will remit to the department of job and family services for deposit in the electric partnership plan fund the utility's share of the utility's allocation for funding the consumer education program administered by the department of job and family services under section 4928.56 of the Revised Code and the costs for the administration of the low-income customer assistance programs administered by the director of the department of job and family services.
(C) The PIPP rider may not shift among the customer classes of electric distribution utilities the costs of funding low-income customer assistance programs.
(D) An electric distribution utility seeking to modify its PIPP rider may file with the commission an application for approval of the modification. If the commission does not act upon the electric distribution utility's application within forty-five days, the modification will become effective on the forty-sixth day after the initial filing is made with the commission.
