(A) After a determination from the chairperson that the standard certificate application is complete, the board or administrative law judge shall promptly fix the date(s) for the public hearing(s) and notify the parties. The completeness date shall not be later than as described in paragraph (A) of rule 4906-3-06 of the Administrative Code.
