Rule 122:5-4-01 | Application.
 

(A) An eligible applicant will submit an application within the prescribed submission timeline provided by the department of development. Annually, the department will accept applications for a period of thirty days. Those received will be scored based on the information provided and will be screened for completeness and eligibility.

Rule 122:5-4-02 | Other consideration.
 

(A) If a county, township, or municipal corporation is approved for a grant under this section based on imminent plans to adopt and implement pro-housing development policies and approve a major workforce housing project, the department will confirm that the county, township, or municipal corporation follows through with those plans, as described in the grant application, before disbursing grant funds. A grant recipient may use the funds only for the following purposes:

(1) Providing capital for housing development through grants or loans;

(2) Readying sites for development;

(3) Providing financial assistance for housing-related infrastructure projects including road improvements and water or sewer connections;

(4) Addressing additional service or public safety needs due to increases in population.

(B) "Imminent Plans" refers to the timeline associated with approving a pro-housing development policy or a major workforce housing plan that has been officially approved but not yet enacted.

(1) There will be a 90-day deadline imposed on receiving the verification of the enaction from the date of the application submission.

(2) The applicant must demonstrate that they have appropriation/spending authority and must provide a passed resolution or other official action of a municipality.

Rule 122:5-4-03 | Scoring Metrics.
 

(A) Points will be awarded for projects that meet the requirements as set forth in Ohio Revised Code Section 122.636(C)(2). Applications which fail to demonstrate that each requirement has been met will be denied.

(B) For development projects, additional points will be awarded for confirmed standards in excess of what is set forth in Ohio Revised Code 122.636(C)(2).

(C) Additional points may be awarded for projects that include one more pro-housing development policy and can demonstrate the approval of a major workforce housing project.

Rule 122:5-4-04 | Grant Distribution.
 

(A) The grant term will be a period of one year.

(B) The minimum award amount will be $250,000 and the maximum award amount will be $2,500,000.

(C) Awards will be determined based on overall geographic distribution of resources across Ohio and are determined at Development's discretion

Rule 122:5-4-05 | State Model Zoning Plan.
 

When considering adopting pro-housing policies involving zoning plans, applicants may consider the following zoning policies:

(A) Increasing unit density per acre, starting with two units per acre;

(B) Reducing requirements of minimum lot size, starting with an average of seven thousand five hundred square feet;

(C) Reducing mandatory setback requirements, starting with six feet;

(D) Reducing mandatory open space requirements, starting with twenty-five per cent of gross acreage;

(E) Inspection, plan, impact, or water and sewer tap fee reductions or eliminations;

(F) Allowing the use of both rigid and flexible pavement types; and

(G) Conducting and implementing traffic studies and thoroughfare plans.
