Rule 4901:1-44-01 | Definitions.
(A) "Application" means an application to modify a percentage of income payment plan (PIPP) rider pursuant to this chapter.
(B) "Commission" means the public utilities commission of Ohio.
(C) "Competitive retail electric service" (CRES) has the same meaning as set forth in division (A)(4) of section 4928.01 of the Revised Code, and includes the services provided by an electric services company, retail electric generation providers, power marketers, power brokers, aggregators, and governmental aggregators.
(D) "Electric distribution utility" has the same meaning as set forth in division (A)(6) of section 4928.01 of the Revised Code.
(E) "Percentage of income payment plan rider" (PIPP rider) is a rider on retail electric distribution service rates as described in division (A) of section 4928.52 of the Revised Code and recovers the following:
(1) The prudently incurred costs of providing the PIPP plus program for each electric distribution utility;
(2) The total of each electric distribution utility's allocated share, as determined by the commission, pursuant to division (B)(1) of section 4928.52 of the Revised Code and rule 4901:1-44-03 of the Administrative Code; and
(3) Any additional amount necessary and sufficient to fund through the PIPP rider the administrative costs of the low-income customer assistance programs.
